Using the Tables:
Roll a die and consult the Basic Set-Up Table. If the roll sends you to a Special Set-Up Table, reroll and use the result from that table instead. Roll again, and if it comes up 1-3, roll again on the Limits Table and apply that result to the set-up you already rolled. Ignore the Limit if it contradicts the set-up. If you are told to roll on one of the Crew Tables, roll again and apply that result to the set-up you already rolled. Build your fleet according to the rules and limits you rolled.
"Free" crew are still subject to the limits on crew costs versus ship cost.
